ANALYSIS OF THE CATEGORIZATION OF HOTELS IN THE ODESA REGION

Abstract

The article examines the functioning of the hotel categorization system in Ukraine, using Odesa region as a representative tourist destination. The study systematizes theoretical approaches to accommodation categorization and substantiates its transformation from an administrative control tool into a mechanism for ensuring competitiveness and market positioning of hotels. The existing regulatory framework, particularly DSTU 4269:2003, is analyzed and identified as outdated due to its focus on material indicators and insufficient consideration of service quality, customer experience, and digitalization. Based on empirical research, the structure of the hotel sector in Odesa region is analyzed. The findings demonstrate the dominance of midscale and upscale segments, with a significant concentration of room capacity in 4- and 5-star hotels, while the budget segment remains underrepresented. The study reveals a high level of dynamism in categorization processes, reflected in frequent changes in hotel categories, expiration of certificates, and uneven patterns of re-certification. These trends indicate structural instability in certain market segments and the necessity for continuous adaptation of hotel enterprises to changing market conditions. The study reveals that integration into hotel chains and operation under management companies positively affects category stability and compliance with quality standards. This is attributed to the implementation of standardized operational procedures, quality control mechanisms, and continuous improvement strategies. At the same time, the research highlights inconsistencies in the approaches of different hotel groups to categorization practices, which reflects the absence of a unified strategy for quality management at the industry level. The article also emphasizes the importance of harmonizing the national categorization system with European practices, particularly the Hotelstars Union framework. The results of the study substantiate the need for modernization of the national categorization system, taking into account digitalization, customer-oriented approaches, sustainability principles, and global standards of hospitality service.
