INCLUSIVE AND DIGITAL TRANSFORMATION OF THE PENSION SYSTEM OF UKRAINE: SOCIO-ECONOMIC DIMENSION
Abstract
The article explores the theoretical foundations and outlines practical directions for the inclusive and digital transformation of the pension system of Ukraine in the context of ensuring its social justice, financial sustainability and efficiency. The current state of the solidarity pension system is analyzed, obstacles to the implementation of the second tier of the pension system are considered. The activities of non-state pension funds are assessed, their potential as an important tool for diversifying sources of pension income are considered. The interconnection and interdependence of the processes of inclusive and digital transformation of the pension system are substantiated. The content of inclusiveness as a strategic principle for the development of the pension system is characterized. The potential of digitalization in increasing the efficiency and transparency of management is revealed, and the conclusion is made that digital transformation creates a technical basis for the implementation of the principles of accessibility, transparency and equality in the field of social security. The main stages of the digital development of the Pension Fund of Ukraine are considered. The directions for implementing a comprehensive policy of digital and inclusive transformation of the pension system of Ukraine are proposed, including: increasing the digital literacy of the population; improving the digital infrastructure of the pension system; expanding the network of service centers of the Pension Fund of Ukraine; improving the inclusive design of digital services and personal data protection and cybersecurity systems; ensuring interdepartmental coordination and partnership between the Pension Fund, the Ministry of Social Policy, Family and Unity, local governments, educational institutions and the IT sector. It is concluded that the inclusive and digital transformation of the pension system should be considered as a profound socio-economic change aimed at increasing the well-being of citizens, strengthening trust in state institutions, and creating the prerequisites for sustainable development of society.
