КОНУРБАЦІЯ ЯК ФОРМА ПРОСТОРОВОЇ ОРГАНІЗАЦІЇ УРБАНІЗОВАНИХ ТА РЕЗИЛЬЄНТНИХ ТЕРИТОРІЙ: СВІТОВИЙ ДОСВІД ФОРМУВАННЯ ТА УПРАВЛІННЯ
Анотація
Стаття присвячена вивченню світового досвіду формування та управління конурбаціями як агломераціями поліцентричного типу. Досліджено сутність конурбації, її характерні риси, наведено приклади функціонування конурбацій в різних регіонах світу. Проаналізовано досвід управління у двох європейських конурбаціях – Рурштадті (Німеччина) та Рандстаді (Нідерланди). Виявлено, що ефективне управління великою багатоядерною конурбацією можливе лише за умови інституційної координації між містами, секторами та рівнями влади. Охарактеризовано унікальність мережевої моделі управління в Рандстаді з механізмами багаторівневого партнерства та відсутністю єдиної адміністративної структури. Зроблено висновок про відсутність повноцінно сформованих конурбацій в Україні. Окреслено напрями трансформації Київської агломерації у поліцентричний регіон.
