SUSTAINABLE DEVELOPMENT AND OCCUPATIONAL SAFETY OF UKRAINIAN OIL AND GAS ENTERPRISES
Abstract
The article examines the theoretical, methodological and applied aspects of ensuring occupational safety at Ukrainian oil and gas enterprises in the context of sustainable development under post-war economic recovery. The essence of sustainable development and occupational safety is clarified as an integral component of the economic security system of enterprises, and their decisive role in strengthening long-term competitiveness, production resilience and national energy stability is substantiated. The main groups of risks inherent in the oil and gas industry are identified, including technological, environmental, industrial, personnel and military risks, and their influence on production activity, critical infrastructure, employee safety and the natural environment is determined. The dynamics of accident rates in the Ukrainian oil and gas sector for 2019–2024 are analyzed. The results demonstrate relative stabilization in the pre-war period, a sharp increase in accidents in 2022 caused by full-scale military aggression, infrastructure damage and personnel losses, as well as a gradual decline in 2023–2024 resulting from enterprise adaptation to wartime conditions and the implementation of additional safety and control measures. The impact of ESG components on occupational safety is substantiated. It is proved that Environmental, Social and Governance factors contribute to reducing technogenic pressure on the environment, improving labor protection systems and safety culture, strengthening risk management mechanisms and increasing managerial responsibility. Particular attention is paid to the role of digital technologies in safety management. The application of IoT sensors, Big Data analytics and AI-based systems enables real-time monitoring, risk forecasting and a transition from a reactive to a preventive safety management model. It is concluded that the integration of ESG principles, digital technologies and European standards into occupational safety management will significantly reduce production risks and ensure sustainable development of Ukrainian oil and gas enterprises in the post-war period.
