ANALYSIS OF BUDGET INVESTMENT RESOURCES OF UKRAINE
Abstract
Today, the issue of preserving economic stability, competitiveness, and stimulating the socio-economic development of Ukraine is acute. One of the most important factors of rapid economic development in market conditions is investment. In the conditions of the transformation period, the instability of economic processes, the issue of formation and efficient use of investment resources becomes especially acute, as the level of economic development of regions and the country as a whole depends on effective state budget investment. The following research methods were used in the work: systemic, complex – in the study of the essence of the term "budget investment"; statistical, tabular-graphical – to visualize the dynamics of individual indicators; a method of generalization – in identifying problems and finding solutions. The aim of the work is to analyze and evaluate budget investment resources in Ukraine, as well as to make proposals that will promote the intensification of innovation and investment activities in the country. The information base of the study was professional literature, official statistics, studies of domestic and foreign scientists. The article considers the essence of the concept of "budget investment", as well as formed its own definition of this term. The dynamics of the share of capital budget investments in GDP in Ukraine is analyzed; the analysis of capital investments in Ukraine and their structure by sources of financing is carried out. The study identified key issues. Proposals and practical recommendations have been formulated to promote innovation and investment activities in the country, namely: identification of components, assessment of sources of budget investment, mechanism of financing expenditures should be carried out in accordance with the strategy and tactics of budget policy, had economic and social efficiency, and contributed to the development of local communities. The implementation of these proposals will lead to positive changes in budget investment in our country. Purposeful and reasonable use of budgetary sources of investment resources will promote the intensification of innovative activities, which should ensure the competitiveness of products, economic entities, and administrative-territorial units.
