STATE POLICY FOR STIMULATING NATIONAL PRODUCTION AS A DRIVER OF ENTERPRISE DEVELOPMENT
Abstract
The article examines state policy for stimulating national production as an important factor in enterprise development under conditions of economic transformation, intensifying global competition, and the growing role of intellectualization in the economy. It is emphasized that support for domestic producers is significant not only for short-term economic recovery but also for creating long-term conditions for enhancing enterprise competitiveness, modernizing production, developing the domestic market, and generating high value-added products. The paper summarizes the scientific approaches of Ukrainian scholars to understanding state regulation of the economy, stimulation of entrepreneurship, innovative development, and the transition to a knowledge-based economy. The essence of state policy for stimulating national production is defined, and its main instruments are characterized. Particular attention is paid to the analysis of the “Made in Ukraine” policy as a comprehensive mechanism for supporting enterprises, combining financial, institutional, and organizational tools. The practical results of the policy implementation are analyzed based on statistical data, particularly in the areas of preferential lending, grant support, industrial park development, localization in public procurement, stimulation of domestic demand, and support for small businesses. The study shows that the implementation of these programs contributes to increased entrepreneurial activity, improved access to financial resources, job creation, production modernization, and enhanced investment activity. Special attention is given to the relationship between state policy for stimulating national production and the processes of intellectualization of enterprise development. It is highlighted that support for innovation, technological upgrading, digitalization of business processes, and the development of the processing industry creates a foundation for the transition of enterprises to innovation-oriented models of operation.
