RECREATIONAL FOREST USE WITHIN THE FRAMEWORK OF INNOVATIVE TRANSFORMATION OF REGIONAL FOREST COMPLEXES: ECOLOGICAL AND ECONOMIC ASPECTS
Abstract
Studies have shown that the significant recreational potential of Ukrainian forests creates favourable conditions for the development of recreational forest use. It has been established that, in the context of the corporatisation of the state forestry sector, recreational forest use is a key determinant in the diversification of the production and economic activities of permanent forest users. It has been found that the revitalisation of recreational forest use requires the development of a network of forest recreational infrastructure facilities to ensure more effective utilisation of the beneficial properties of forests for the needs of the tourism and health sector. Research has shown that a strength of the ecological and economic framework for recreational forest use, in the current context of deepening institutional transformations in the architecture of forest resource management, is the high level of formal and informal institutionalisation of recreational activities within the state and municipal forestry sectors. It is argued that the weak point in the development of recreational forest use is the asymmetry of information and the insufficient level of digitalisation regarding the provision of a range of recreational services by the sector of permanent forest users under state and municipal ownership. It has been established that, in the context of wartime and post-war challenges, one of the opportunities for accelerated development and effective ecological -economic support for recreational forest use is the need for psychological and physical rehabilitation of citizens affected by Russian armed aggression, which will determine the development of national, regional and local programmes to build a network of forest recreational infrastructure facilities. It has been established that significant opportunities for the development of recreational forest use are linked to the availability of large areas of naturally reforested agricultural land, provided that the necessary infrastructure is in place. It has been identified that the threats (risks) to the accelerated development of recreational forest use in the state forestry sector include insufficient motivation on the part of local authorities regarding the use of naturally reforested communal land for recreational forest use, as well as the persistence of vestiges of a command-and-control economy within the forest management system, which do not prioritise the development of forests’ recreational potential.
