STRATEGIC PRIORITIES FOR USING THE ENERGY POTENTIAL OF SECONDARY RESOURCE UTILIZATION AT THE REGIONAL LEVEL
Abstract
It proven that, under conditions of risk of destruction of energy infrastructure because of hostile attacks, an important component of strengthening the energy security of the state is the diversification of energy supply sources for both the national and regional economies. It established that in the context of the formation of a modern global model for combating negative climate change, the priority for diversifying energy sources is the development of the secondary resource utilization industry. Which will ensure the maximization of the resource value of secondary material resources and household waste for the production of various types of biological fuel and the generation of heat and electricity. The studies have shown that, due to the significant regional asymmetry in the structure of industrial and household waste generation. It is advisable to develop strategic priorities for the use of the energy potential of secondary resource utilization at the regional level, which will make it possible to maximize the utilization flows of secondary material resources and household waste in order to use their resource values for energy purposes. It substantiated that one of the main strategic priorities for utilizing the energy potential of secondary resources at the regional level is the development of regional programs for energy production from renewable sources. Such programs should provide for the identification of mechanisms and sources of financial and investment support to achieve the goals of diversifying energy supply for the economic complex and the household sector based on the recycling of industrial and household waste. Research has shown that the key link in the secondary resource utilization system in most regions of Ukraine is the industry of household waste utilization for energy purposes, because in highly urbanized areas there is an excessive concentration of household waste in organized and unorganized landfills. It substantiated that the institutional basis for establishing the production of energy products based on the disposal of household waste is the creation of specialized municipal enterprises.
