USE OF ARTIFICIAL INTELLIGENCE IN THE PROJECT ECONOMY TO SUPPORT MANAGERIAL DECISION-MAKING IN THE POST-WAR RECONSTRUCTION OF UKRAINE

Keywords: post-war reconstruction, new economic geography, digitalization, competitive advantages

Abstract

The article is devoted to the study of the role of artificial intelligence technologies in the context of the full-scale war in Ukraine and their potential impact on the post-war development of the country. The outbreak of the war has become a catalyst for the rapid advancement of artificial intelligence technologies and their practical implementation in the fields of security and defense. Currently, artificial intelligence systems are used for analyzing large volumes of data, processing intelligence information, detecting military targets, supporting the operation of unmanned systems, automating management processes, and countering information threats. Due to their ability to process information rapidly and support decision-making, artificial intelligence technologies significantly enhance the effectiveness of combat and logistical operations. Historical experience demonstrates that technologies developed or substantially improved during periods of armed conflict often find extensive applications in the civilian sector afterwards. For example, following the Second World War, numerous military innovations were adapted for peaceful purposes. In particular, radar technologies became the foundation for modern aviation navigation and meteorology, jet engines contributed to the development of civil aviation, while computing technologies initially created for military applications facilitated the emergence of the modern computer industry. The experience gained during the development and practical implementation of artificial intelligence technologies in wartime conditions may become an important competitive advantage for Ukraine, contributing to the growth of high-tech industries, strengthening innovation potential, and enhancing the country's position in the global digital technology market. The study focuses on the transformation of wartime technological experience into new international competitive advantages for Ukraine. Attention is paid to dual-use AI technologies, their adaptation for civilian sectors, and the role of European integration in expanding opportunities for commercialization. The proposed approach combines technological conversion, AI clusters, cooperation between universities, business and public institutions, and integration into European innovation networks. This may support the transition from resource-based competitiveness to innovation specialization based on knowledge, artificial intelligence, and high-value-added digital solutions.
