METHODOLOGICAL APPROACHES TO ASSESSING THE ECONOMIC SECURITY OF TERRITORIAL COMMUNITIES

Abstract

It is proved that methods of assessing the economic security of territorial communities are important tools for ensuring stable development and preserving well-being at the local level. It is substantiated that methods of assessing the economic security of territorial communities are necessary for the timely detection and prevention of economic threats, such as financial crises, natural disasters or a decrease in investment attractiveness. They help to identify potential risks that may affect the stability of the community and facilitate the timely adoption of preventive measures. The relevance of the study is stipulated by the need to harmonize Ukrainian approaches to economic security assessment with international standards, which will facilitate the integration of best international practices into the local development management system. The positive and negative aspects of the main methods of assessing the economic security of territorial communities are identified. It is substantiated that the most simple to use are the indicative method and SWOT analysis; the most accurate are the statistical method and economic and mathematical modeling; the most flexible is the expert method, but it has significant subjectivity; the best for long-term monitoring are the integral and monitoring methods. The author has studied in detail the methods of economic security assessment that have been successfully used in other countries, such as Germany, the United States, Canada, Japan, and others, to determine the possibilities of their adaptation in Ukraine. The information provided in the article allows for a deeper understanding of the approaches of different countries to assessing the economic security of territorial communities and identifies the most effective methods that can be adapted for Ukraine, namely the indicator approach, economic risk modeling, balance sheet approach; economic risk mapping; use of international experience and adaptation to local conditions. These methods can be used in combination to assess and ensure the economic security of territorial communities in Ukraine, taking into account both national characteristics and global economic trends. Further research can be aimed at creating an adaptive model for assessing the economic security of communities that takes into account regional characteristics.
