SECURITY ASPECTS OF THE FORMATION AND DEVELOPMENT OF THE STATE'S TOURISM POLICY
Abstract
The article examines the security aspects of the formation and development of the state's tourism policy in the context of increasing global risks and the transformation of the international tourism environment. It is substantiated that the modern tourism sector is characterized by high sensitivity to military, epidemiological, economic, informational and environmental threats, which directly affect tourist mobility, investment attractiveness, the international image of the state and the stability of the functioning of the tourism infrastructure. It is established that the security component is gradually becoming one of the basic components of the state tourism policy and determines the strategic directions of the development of the tourism sector. In the process of research, the essence of security in the tourism sector as a complex category covering physical, informational, economic, social and environmental dimensions was considered. It was determined that ensuring the security of the tourism sector requires a systematic combination of regulatory, organizational, digital and international management mechanisms. The main security risks of the development of the state's tourism policy were analyzed and their impact on the level of tourist activity, the stability of the tourism market and the competitiveness of tourist destinations were established. Particular attention was paid to the issues of digitalization of the tourism sector and the information and cyber risks associated with it. The need to develop digital security systems, protect personal data and ensure the stability of the functioning of tourist information platforms was substantiated. It was proven that modern tourism policy should focus not only on responding to crisis situations, but also on the formation of preventive risk management mechanisms and increasing the adaptability of the tourism system. As a result of the study, promising areas for improving the state's tourism policy were identified, including the development of international cooperation, the implementation of international security standards, strengthening interinstitutional interaction, supporting sustainable development and the formation of an inclusive tourism environment. It was proven that the comprehensive integration of security mechanisms into the system of state tourism management creates conditions for increasing the stability of the tourism sector, strengthening international trust and ensuring the long-term development of the tourism industry.
