SOCIAL PROTECTION OF YOUTH IN UKRAINE: CURRENT STATUS, CHALLENGES, AND DIRECTIONS FOR IMPROVEMENT
Abstract
The article examines the current state of the youth social protection system in Ukraine in the context of military challenges and socio-economic instability. It highlights key trends that determine the content of youth social policy, in particular, the increase in social risks, the growth of internal displacement, the increase in unemployment, and the need for psychosocial support. It analyzes existing state programs and instruments aimed at providing youth with housing, promoting employment, developing education, healthcare, and social integration. Particular attention is paid to the problems of accessibility and effectiveness of services, regional disparities, lack of funding, staffing gaps, and the fragmentation of institutions responsible for implementing youth policy. The article summarizes the results of scientific research related to the protection of youth rights, social support mechanisms, and service delivery models in European countries. It emphasizes the need to adapt best international practices to Ukrainian conditions, in particular regarding a multidisciplinary approach, digitalization of services, and comprehensive programs to support youth in difficult life circumstances. The main challenges caused by the war are identified: destruction of social infrastructure, limited access to quality services, deterioration of mental health of young people, increased migration risks and uncertainty in the labor market. Strategic directions for improving the youth social protection system are proposed, including: strengthening interdepartmental cooperation, developing a unified system for monitoring the needs of youth, expanding the network of support services, developing innovative forms of social work and improving targeting mechanisms. The importance of youth participation in policy formation is emphasized, which will contribute to increasing its effectiveness, transparency and compliance with real needs. The results obtained have practical value for improving social policy, forming innovative mechanisms to support youth, and increasing the level of their social security in Ukraine.
