LEGISLATIVE REGULATION OF DOCUMENT FLOW MANAGEMENT
Abstract
The article substantiates the need for legislative regulation and summarizes the requirements of statutory acts, as well as effective principles for the adequate management of document flow. The article aims to justify the necessity and the content of legislative regulation and to generalize the requirements of statutory acts of various jurisdiction for the proper organization of document flow. The research has been conducted using theoretical generalization methods and was based on general scientific methods: systematic, logical, analysis, induction, deduction, and grouping. It is proposed that legislative regulation of document flow management be regarded as a system of statutory acts establishing uniform rules and requirements for the creation, formatting, registration, movement, storage, and destruction of documents. The author proves that legislative regulation of document flow management in Ukraine is carried out at several levels and includes six main statutory acts of different jurisdiction (laws of Ukraine, orders of the Ministry of Finance of Ukraine and the Ministry of Justice of Ukraine, DSTU). It is emphasized that document flow is defined within specialized legislation as the movement of primary documents from the moment they are drawn up by an enterprise or received from other enterprises to their transfer to the archive for storage after acceptance for management. It was established that at the legislative level, two terms are used in parallel: “document flow” (specialized legislation on accounting) and “document circulation” (statutory acts on electronic documents and paperwork management and archival storage of documents). In our opinion, the term “document flow” is more suitable for effective accounting management. The prospects for further research encompass the presentation of proposals for improving the management of accounting document support by developing document flow schedules for individual objects and business transactions, taking into account the specifics of the functioning, forms of ownership, and types of business activity.
