PROBLEMS AND PROSPECTS OF ENSURING FINANCIAL AND BANKING SECURITY OF UKRAINE IN THE CONTEXT OF WAR AND RECONSTRUCTION
Abstract
The article examines the content and structure of financial and banking security. It is emphasized that the main reasons for the increased attention to financial security in the world in recent decades are: massive tax evasion, inefficient monetary policy, dollarization of the economy, the use of offshore companies for laundering "dirty money", the development of the shadow economy, etc. The article substantiates that the main structural elements of financial security are the following: banking security, monetary security, debt security, tax security, budget security, and others. It is found that the main factor behind the decline in both banking security and financial security of Ukraine is the high level of dollarization of the economy, the outflow of financial capital abroad, the low level of public confidence in the banking system, etc. It is noted that this issue is actualized in the future. European integration of Ukraine, which, in order to strengthen the financial security of the banking system, involves work in the following areas: approximation of domestic legislation to EU regulations, regulation and supervision of the non-banking financial services market, counteraction to money laundering and terrorist financing, cyber defense and information security in the banking sector, etc. The authors have identified a list of necessary and urgent measures to ensure financial and banking security, as well as other security components in Ukraine, and proposed ways to address the problems that exist in this area. The article outlines the theoretical and practical principles of ensuring financial security in general and banking, budgetary, debt, tax, and monetary security of Ukraine in particular; it also reveals the specifics of their achievement and strengthening in the current conditions of military aggression and in the future. It is also important for Ukraine to develop a system of appropriate monitoring of the state of financial and banking security during the war and reconstruction.
