MODERN APPROACHES AND PECULIARITIES OF PERSONNEL MANAGEMENT UNDER MARTIAL LAW

Abstract

This article examines the general situation on the Ukrainian labor market in 2018-2022 and identifies the key professions that are in demand under martial law. The dynamics of the unemployment rate in Ukraine for 2001-2023 is analyzed and substantiated. The reasons for the growth of the unemployed are substantiated. The author substantiates the growth in the number of some vacancies, because due to the war, workers learned new professions and new skills that were in demand in the labor market in order to be competitive in the labor market. An effective system of personnel management is presented, which will reduce the outflow of personnel and improve the general mood in the team. On the example of a logistics enterprise, it is proposed to develop an effective motivation system for drivers, the search for which is currently at a critical level, because due to increased mobilization, the number of men is decreasing, which has actually led to the relevance of developing an effective staff motivation system, taking into account the bonus system. The author proves that it was the war that led to a record increase in the unemployment rate in Ukraine, which was not seen in any crisis period, and the main reason for this is the closure of enterprises – their destruction or bankruptcy, which directly affected the unemployment rate. The author gives an example of unemployment on the example of the enterprise PJSC "Azovstal Iron and Steel Works". The dynamics of the average salary in Ukraine for 2020-2023 is studied. The list of the most popular professions for 2022-2023 is disclosed, and on this basis, the growth in demand for blue-collar professions, which are expected to grow, is substantiated. On the basis of the analysis, a personnel management system is formed on the example of a logistics enterprise, based on a bonus system and the creation of comfortable working conditions, the search for which is currently at a critical level, since the number of men is decreasing due to increased mobilization, which has actually led to the relevance of developing an effective system of staff motivation, taking into account the bonus system. A model of an effective enterprise motivation system is developed. The main features of personnel management, which were formed in the conditions of war, are revealed. The practical value of this article lies in the fact that a bonus system is recommended, using the example of the driver's profession, which can be used in the practical activities of not only logistics enterprises, but also enterprises in other industries.
