CURRENT STATE AND DIRECTIONS OF IMPROVEMENT OF THE STATE FINANCIAL CONTROL ORGANIZATION
Abstract
State financial control aims to identify violations of the principles of legality, efficiency and economy of material and financial resources of controlled objects at all stages of their use. Therefore, the article examines the purpose and directions of the effectiveness of not only state financial control, but also state internal financial control, which is an equally important lever of the financial mechanism and the organization of quality management of resources. Since the country is in a state of war, the legal requirements for state financial control have been considered and analyzed. The concept of implementation of the Strategy for Reforming the State Finance Management System for 2022-2025 and the plan of measures for its implementation were studied. The Law of Ukraine "On the Basic Principles of State Financial Control in Ukraine" was analyzed, which defines the main tasks, functions, rights, duties and responsibilities of the state financial control body, but there is no section devoted to the organization of a phased audit. Therefore, this article is devoted to topical issues of the organization of state financial control and its main purpose at all stages of its implementation. The organizational and functional system of state financial control plays a significant role therefore it needs constant improvement. Ways to improve the system of organizing state financial control at the stages are presented: preparation for control, control, registration of control results, risk analysis, monitoring of control results. The main sources of ensuring the proper effectiveness of state financial control are also indicated such as increasing the volume of revenues to the budget, saving budget funds through its implementation, and, accordingly, reducing costs, operational and other resources for conducting state financial control. Accordingly, such control should correspond to the following main functions: regulatory, organizational, analytical and managerial. Their relationship plays a significant role in checkup the actual results of the activities of controlled objects, identifying deviations, analyzing their causes and making the right management decisions.
