PREFERRED LENDING OF AGRICULTURAL PRODUCERS AS THE BASIS OF SUSTAINABLE ECONOMIC DEVELOPMENT AND INTEGRATION OF UKRAINE INTO THE EU'S COMMON AGRICULTURAL POLICY
Abstract
The article examines the state of preferential lending to agricultural enterprises and emphasizes the importance of sustainable development of agricultural production during the war and the integration of Ukraine into the common agricultural policy of the EU. The article substantiates the importance of state support of preferential lending for the country's economy and ensuring food security in the region. It is noted that modern challenges such as military conflicts, rapid urbanization, climate change and the threat of natural disasters put pressure on agriculture and make it more vulnerable to external factors. Ensuring food security and sustainability is possible by increasing production in the agricultural sector and finding alternative innovative and sustainable methods of agricultural activity. It was determined that due to the significant losses of agricultural enterprises due to the war, expanded state support and an increase in preferential lending are necessary. The main support programs for agricultural producers were studied. The implementation of the expanded "5-7-9" lending program and the possibility of attracting international financial resources are analyzed in detail. The importance of implementing reforms aimed at converting the ecological achievements of producers into a monetary equivalent and developing financial support for the transition to sustainable agriculture was emphasized. It was emphasized that by integrating the Ukrainian food system and food supply into the common agricultural policy of the EU, it is possible to achieve greater efficiency in achieving climate goals, ensuring food security and increasing the profitability of farmers and food producers, in accordance with EU standards. All this can be done thanks to a balanced and thought-out policy of preferential lending. A smart repurposing of agricultural support policies by governments and financial institutions must embrace the climate transformation of agriculture, as well as improved management practices and efficient food systems to ensure sustainable development.
