FINANCIAL AND REGULATORY MEASURES TO PROMOTE THE DEVELOPMENT OF HUB SCHOOLS AS A GUARANTEE OF QUALITY EDUCATION IN WARTIME

Abstract

The article examines financial and regulatory measures to stimulate the development of hub schools as a guarantee of quality education in wartime. The legislative aspects of financing and functioning of hub schools have been studied. It is noted that a significant reduction in education expenditures requires the introduction of new effective mechanisms for financing education and new approaches to management. The main sources of funding for secondary education have been identified and the necessity and importance of the development of hub schools in Ukraine has been proven. The main opportunities for secondary education at present are: improving the quality of general secondary education through more efficient use of budgetary resources; attraction of additional international funds for financing institutions of general secondary education; creation of a safe and comfortable environment for all participants of the educational process in secondary schools, including the digital environment; development of flexible and alternative forms and models of training and assessment systems. Limitations of development that must be taken into account when developing educational policy: insufficient availability of complete information and analytics necessary for making quality management decisions in the field of general secondary education; suboptimal network of secondary schools; limited financial resources of the state, the continuation of martial law on the territory of Ukraine for a long period. A general problem that complicates the transparent allocation of funds is the inconsistency of open data on financing general secondary education institutions. There are also no agreed and verified registers of education seekers and teaching staff. In addition, there are no standards for the financial support of educational institutions, as well as reliable data on the costs per student, taking into account the funds of the state, regional and local budgets. The main directions of the development of secondary education in the context of post-war reconstruction are highlighted. The importance of the cooperation of educational institutions with international organizations that can provide assistance and the importance of stimulating local authorities to invest resources in the development of education in the community, the development of new co-financing programs from the state and local budgets to improve the material and technical base of secondary education institutions is proven. Improving the level of education in rural areas, which is possible through the development of hub schools and the further division of institutions into primary, basic and specialized secondary education, improvement of employee remuneration systems. The main challenges and priorities of the development of secondary education in wartime and its financing are formulated.
