ANALYSIS OF THE STATE IMPLEMENTATION OF ANTI-CRISIS MANAGEMENT MEASURES IN UKRAINE
Abstract
The study is devoted to the analysis of the recent financial and economic crises in Ukraine, namely the crises of 2014-2015, 2020 and 2022. The relevance of this study is to identify the most problematic aspects of the financial and economic sector of Ukraine during the last three crises, as well as to highlight the main anti-crisis measures of the state to overcome the consequences of these crises and provide an assessment of the impact of the effective state measures on the state’s economy. At the current time, this issue is particularly relevant, so it requires further research. During the analysis, the dynamics of the financial stress index are studied and the main sub-indexes that underwent the greatest changes during the crisis are identified. The main causes and prerequisites of each of these crises are determined and the most vulnerable financial and economic indicators, which were affected by the negative consequences of these crises, are outlined. The next step was to analyse the dynamics of the quarterly values of the gross domestic product and gold and foreign exchange reserves of Ukraine over the past ten years, and to determine the correlation between these indicators by calculating the Pearson correlation coefficient. The main steps of Ukraine's cooperation with the International Monetary Fund over the past eight years are also studied, and the role of financing received from international financial organizations for stabilizing the economy and financial sector of Ukraine in post-crisis periods is determined. Additionally, the dynamic of the exchange rate is analysed and a number of factors influencing its fluctuations are determined, especially in periods characterized by the highest volatility of the hryvnia exchange rate against the US dollar. The process of the transition of the National Bank's policy from a fixed to a floating exchange rate simultaneously with the decision to switch to the inflation targeting regime is outlined, as well as the impact and effect of this decision on the inflation level, and how the dynamics of the discount rate changed to regulate inflation fluctuations in the post- crisis periods, especially in 2016-2019 and 2022.
