PROJECT MANAGEMENT AS A TOOL FOR RURAL DEVELOPMENT

Abstract
The article examines the application of project management as an effective instrument for the development of rural territorial communities in the context of the transformation of state rural development policy and Ukraine’s European integration course. The relevance of the study is determined by the growing role of local self-government bodies in shaping and implementing territorial development policy, as well as by the need to increase the effectiveness of management decisions aimed at ensuring sustainable rural development. Modern conditions of decentralization reforms, socio-economic transformations, and the consequences of the full-scale war create new challenges for rural territories and require the introduction of innovative management approaches. The research is based on the use of general scientific methods, including analysis and synthesis, comparative analysis, and a systemic approach to studying rural development processes. The study summarizes theoretical and practical approaches to the implementation of project management in the activities of territorial communities and substantiates the feasibility of applying project management tools in local development policy. It has been established that the application of a project-based approach makes it possible to combine strategic development priorities with specific management decisions, ensure effective coordination of resources, timeframes, and expected outcomes, as well as increase transparency and efficiency in the activities of local self-government bodies. The practical significance of the results lies in the possibility of their application by local self-government bodies in the process of planning and implementing programs aimed at sustainable rural development.
