THE ROLE OF STAKEHOLDERS IN IMPLEMENTING ROAD CONSTRUCTION PROJECTS
Abstract
The article examines the role of stakeholders in road construction projects, which are considered complex infrastructure projects involving the interaction of a large number of interested parties. The development of transport infrastructure is an important prerequisite for the economic development of a country, as it ensures the efficient functioning of the transport system, increases population mobility, and promotes economic connections between regions. In this context, road construction projects aimed at the modernization and development of road networks are of particular importance. Road construction projects are characterized by significant complexity, high capital intensity, and long implementation periods. Their preparation and implementation require the participation of various actors whose activities influence the course of project implementation and its outcomes. Therefore, the study of the role of stakeholders in such projects is of particular importance, since the effectiveness of their interaction largely determines the successful implementation of infrastructure initiatives in the field of road construction. Based on the analysis of scientific studies, approaches to the identification and analysis of stakeholders are systematized. The main stakeholder groups involved in road construction projects are identified, including public authorities and local governments, investors and financial institutions, contractors and design organizations, as well as transport infrastructure users. These stakeholder groups perform different roles in the preparation, implementation, and subsequent operation of road infrastructure projects, forming a complex system of interactions that influences project outcomes. It is substantiated that the participation of these groups covers all stages of the project life cycle, from planning and design to construction and operation of road infrastructure facilities. Particular attention is given to the characteristics of stakeholder participation at different stages of the project life cycle and their influence on project implementation. It is established that the effectiveness of road construction project implementation largely depends on the coordination of interests and interaction between stakeholders at different stages of the project life cycle.
