FINANCIAL SUSTAINABILITY OF TERRITORIAL COMMUNITIES IN WAR AND POST-WAR CONDITIONS
Abstract
The purpose of the article is to provide a theoretical and methodological justification and analytical assessment of the financial sustainability of territorial communities in the face of military challenges and post-war reconstruction, as well as to identify key approaches to strengthening their budgetary capacity and ability for long-term socio-economic development. The research methodology is based on a combination of general scientific and special methods of understanding economic processes. In the process of analysis, methods of abstraction and generalization were used to form theoretical approaches to the financial stability of territorial communities, comparative and structural-dynamic analysis - to assess changes in budget indicators in the war and post-war periods. Analytical conclusions were formed using statistical methods, a systematic approach and logical modeling in order to identify the relationships between the financial capacity of communities and the conditions of their functioning. The article examines the financial sustainability of territorial communities as a key prerequisite for ensuring their viability in wartime and forming the economic basis of post-war recovery. It is determined that the destructive impact of the war, the transformation of intergovernmental relations and the growth of social obligations have significantly changed the parameters of the financial capacity of communities and increased the requirements for the quality of financial resource management. The main directions of changes in the revenue and expenditure parts of local budgets, as well as structural shifts in the sources of financing for local development, are investigated. The key factors that affect the financial sustainability of territorial communities in crisis conditions are identified, in particular the level of own revenues, budget balance, flexibility of financial decisions and the ability to adapt. The need to ensure institutional coherence and strategic financial planning to increase the stability of local finances in the post-war period is substantiated. An organizational and economic mechanism for ensuring the financial sustainability of territorial communities is formed, focused on increasing their budgetary autonomy, efficiency of resource use and long-term economic capacity in recovery conditions.
