FORMATION AND UTILIZATION OF THE POTENTIAL OF EXPORT-ORIENTED DEVELOPMENT OF THE NATIONAL ECONOMY UNDER CONDITIONS OF TURBULENCE
Abstract
The article is devoted to the study of the theoretical foundations of the formation and use of the export-oriented development potential of the national economy under conditions of global turbulence. Scientific approaches to defining the essence and structure of export potential are generalized, its key components are identified, and their role in ensuring the resilience of economic development is substantiated. It is noted that the export-oriented development potential combines the features of both categories but cannot be reduced to their mechanical sum. It characterizes the ability of the national economy to use exports not only as a tool for expanding external sales, but also as a strategic factor of qualitative changes in the economic structure, enhancing its resilience and adaptability under conditions of global turbulence. It is established that conditions of turbulence transform the export-oriented development potential by changing the ratio of its structural components and increasing the role of adaptive and institutional factors. The impact of external environment instability on the formation and use of export potential is analyzed, and the necessity of applying adaptive mechanisms under increased external risks is substantiated. The directions for improving the efficiency of using the export-oriented development potential are determined, taking into account global economic challenges, structural shifts, and changes in the international economic environment. It is concluded that global turbulence simultaneously constrains and transforms the export-oriented development potential of the national economy, leading to the insufficient effectiveness of traditional export models and the need to apply an adaptive approach. It is proven that the export-oriented development potential is formed by a combination of production, innovation, institutional, resource, infrastructure, and human components, whose interaction determines the resilience and competitiveness of the economy, while under conditions of turbulence the role of diversification, institutional capacity, and technological capability is strengthened. It is established that the effectiveness of the adaptive mechanism is ensured through the coordinated interaction of state policy, regional initiatives, and managerial decisions at the enterprise level.
