ENVIRONMENTALLY ORIENTED MANAGEMENT OF INNOVATIVE DEVELOPMENT OF TOURISM AND HOSPITALITY INDUSTRY ENTERPRISES IN THE CONTEXT OF IMPLEMENTATION OF DEPOSIT-RETURN SYSTEMS
Abstract
The article explores deposit-return systems (DRS) as an instrument of environmentally oriented management of innovative development of tourism and hospitality enterprises. In the context of sustainable development and the transition to a circular economy, the growing volumes of packaging waste generated by tourism and hospitality activities require the integration of systematic environmental tools into managerial decision-making processes. The study examines international experience in the implementation of deposit-return systems and emphasizes their role in reducing packaging waste, increasing return and recycling rates, and preserving material value. Particular attention is given to the predominantly voluntary participation of tourism and hospitality enterprises in DRS, which allows adaptation to business-specific operational conditions while minimizing regulatory burden. The article distinguishes between deposit-return systems oriented toward reuse and those focused on recycling, outlining their key functional and environmental-economic differences. The current state of DRS development in Ukraine is analyzed in the context of European integration commitments. Although deposit-return systems are recognized in national legislation as an economic instrument for waste management, their practical implementation remains at an early stage. The article highlights the importance of information and awareness-raising initiatives and identifies the lack of sector-specific regulatory mechanisms for tourism and hospitality enterprises. An adapted scheme of participation of hotels, restaurants, tourism enterprises, and retailers in deposit-return systems is proposed, reflecting the multichannel nature of beverage consumption and the intermediary role of service-sector enterprises between consumers and system operators. The advantages and limitations of DRS participation for hospitality enterprises are analyzed, including environmental benefits, economic incentives, reputational gains, organizational challenges, logistical constraints, and regulatory uncertainty. In addition, a sequence of key stages for implementing DRS at tourism and hospitality enterprises is outlined. The findings confirm that deposit-return systems can serve as an effective tool for integrating environmental objectives into innovation-oriented management of tourism and hospitality enterprises and may be used to support managerial decision-making and the development of practical recommendations for DRS implementation in Ukraine.
