FORMATION OF COST ESTIMATE DOCUMENTATION IN CONSTRUCTION UNDER THE CONDITIONS OF DIGITAL TECHNOLOGY IMPLEMENTATION: CURRENT STATE, PROBLEMS, AND PROSPECTS

Abstract

The article analyzes the current state, problems, and prospects of cost estimate documentation development in the construction industry under the conditions of digital technology implementation. The focus is placed on the changes associated with the development of digital technologies, which require modern construction professionals to combine a deep understanding of traditional calculation methods with a high level of digital competence. The main challenges are identified, in particular, the need for a prompt response to the transformation of construction technologies, which must be timely reflected in cost estimates; the strengthening of territorial separation between construction sites and offices; and the increase of risks under the conditions of full-scale military operations and the displacement of qualified personnel. The article examines the most widely used software systems for cost estimate documentation development, including “ІВК” and “АВК-5”. Their advantages (up-to-date regulatory database) and limitations (licensing restrictions, strong dependence on a specific workplace) are identified. The capabilities of the “Construction Technologies: Estimate 8” software (including prospective ones) are explored; its advantages are outlined, namely: real-time collaboration, automatic updating of the regulatory database, advanced analytics, integration with the ВЧАСНО, CheckPrice, БУДСТАНДАРТ Online services, and Microsoft Project, as well as built-in mechanisms for expert evaluation and verification of estimates for compliance with current standards. Special attention is paid to the integration of BIM with cost estimation systems (ensuring interoperability with Revit/Allplan); the promising integration with artificial intelligence; and the prospects of using AI for automatic resource classification, cost forecasting, creation of intelligent recommendation systems, and implementation of analytics for early-stage risk detection. It is proven that the latest digital technologies (cloud platforms, BIM, artificial intelligence, digital twins) are the driving force that increases the transparency, accuracy, and adaptability of construction project management. They contribute to the implementation of the Construction 5.0 paradigm, which focuses on human-centricity, sustainability, and energy efficiency.
