FEATURES OF THE FUNCTIONING OF THE FOREIGN EXCHANGE MARKET OF UKRAINE IN MODERN CONDITIONS
Abstract
The article provides a thorough analysis of the current state and peculiarities of the foreign exchange market of Ukraine in the conditions of military challenges, macroeconomic instability and global financial changes. The consequences of Russia's full-scale war for the monetary and financial system of Ukraine, the processes of hryvnia exchange rate formation, the volume of currency transactions and the state of international reserves were studied. The key factors affecting the dynamics of the exchange rate are identified, in particular the situation with the balance of payments, inflationary expectations, the attraction of international financial assistance, export and import indicators, and the mood of foreign exchange market participants. The tools of currency regulation used by the NBU are outlined, including currency interventions, administrative capital regulation, optimization of the currency control system and gradual simplification of currency operations. An analysis of changes in the official exchange rate of the hryvnia in 2020 – 2025 was carried out, taking into account the periods of exchange rate fixation and adaptation to the regime of controlled flexibility. The differences between the functioning of the cash and non-cash currency segments are revealed, with an emphasis on public requests for foreign currency and the role of banks in maintaining stability. The article also highlights the interdependence between currency policy, the state of international reserves and the overall macro-financial stability of the country. On the basis of the conducted analysis, the priorities for improving currency regulation in Ukraine were determined: improving monetary transmission mechanisms, more active use of market instruments to stabilize the exchange rate and increase the flexibility of the currency market. The expediency of introducing a regime of controlled flexibility as a transitional stage between a rigidly fixed exchange rate and a fully floating one is substantiated, which will restore trust in the hryvnia and strengthen its competitiveness. The introduction of these measures will contribute to increasing financial stability, strengthening trust in the banking system and ensuring the long-term macroeconomic balance of the state.
