MANAGEMENT OF INTEGRATION PROCESSES IN THE EXCURSION AND RECREATION SECTOR OF TOURISM IN UKRAINE IN THE CONTEXT OF WAR AND POST-WAR RECONSTRUCTION
Abstract
The article explores the theoretical and practical aspects of managing integration processes in Ukraine's excursion and recreational tourism sector during the wartime period and in the context of post-war recovery. The relevance of the study is determined by the need to restore and transform the tourism industry into a driver of regional sustainability, economic resilience, and cultural integration in conditions of deep crisis. The research methodology is based on a system-structural approach, strategic analysis, and modeling. Qualitative methods were used to examine institutional frameworks and intersectoral interactions, while scenario planning and case synthesis contributed to outlining adaptive governance models. The results of the study include the development of a conceptual model for managing integration processes, which takes into account security risks, regional disparities, crisis dynamics, and long-term recovery priorities. This model proposes coordinated interaction between national, regional, and local stakeholders through digital tools, public-private partnerships, and cluster initiatives. Special attention is paid to the mobilization of local communities and the implementation of sustainable territorial tourism ecosystems. The study identifies key integration barriers, such as institutional fragmentation, infrastructure losses, lack of coordination, and safety challenges. Based on the analysis, practical recommendations are proposed for improving the coordination of efforts among public authorities, business entities, and civil society. The practical value of the article lies in its applicability to policy planning, regional tourism development programs, and the formation of adaptive governance systems for the tourism sector in crisis and recovery conditions. The proposed approach contributes to building resilience, strategic communication, shaping flexible management systems responsive to external shocks. Further research may address digital resilience tools, and monitoring frameworks for implementation efficiency.
