IMPACT OF PUBLIC-PRIVATE PARTNERSHIP ON THE FINANCIAL SECURITY OF TERRITORIAL COMMUNITIES
Abstract
In the article researched the essence and impact of public-private partnerships on the financial security of territorial communities. The financial security of territorial communities is proposed to understand as a degree of security of financial relations that arise in the process of forming and using financial resources, which ensure the appropriate level of financial stability and independence of local self-government bodies. The purpose of the article is to determine the definition and study of the impact on the financial security of territorial communities such an instrument as a public-private partnership. The task of the article is to determine the essence of financial security of territorial communities; analyze the impact of various forms of public-private partnership on the financial security of territorial communities; study municipal-private partnership taking into account the experience of EU countries. In the process of research, the authors used the methods of theoretical generalization, induction and deduction, the method of analysis and synthesis, justification, generalization; abstraction. The stages of implementing public-private partnership are: formation of a regulatory framework with the identification of the main concepts of public-private partnership; identification of priority public-private partnership projects; establishment of a public-private partnership services market. It is proposed to increase the financial security of territorial communities to use the following forms of public-private partnership: lease, concession, lease with improvements for the lessor, "green" investments, etc. Additional sources of financial resources for territorial communities can also be funds from international organizations and public organizations, when implementing such a form of public-private partnership as international-municipal-private partnership.
