MOTIVATIONAL LEVERS FOR THE DEVELOPMENT OF THE SOCIAL AND LABOR POTENTIAL OF THE REGION AND ACTIVATION OF YOUTH MIGRATION MOBILITY
Abstract
This article addresses the challenges of developing the social and labor potential of Ukraine’s regions in the context of youth migration mobility, exacerbated by the demographic crisis, economic inequality, and the ongoing consequences of war. Focusing on migration processes in the Kirovohrad region, the authors identify key factors driving the outflow of young people, including low wages, a limited number of job opportunities, lack of prospects for professional growth, and inadequate living conditions. Special attention is given to the impact of the war, which has heightened emigration tendencies among the youth and further weakened the region's social and labor potential. The study highlights that the highest outflow is observed among individuals aged 15-19, a group crucial for the formation of future labor potential. This migration trend results in economic losses, workforce shortages, population aging, and demographic imbalances. The labor market analysis in the Kirovohrad region reveals a demand for vocational specialties, service industries, logistics, and trade, alongside significant wage disparities. Employing a systematic approach, the study examines the interconnections between economic, demographic, educational, and social factors influencing youth migration mobility and the region’s labor potential. Economic and statistical methods are utilized to analyze migration flows, vacancy structures, and wage ratios in the Kirovohrad region compared to national averages. The article proposes motivational measures to retain young people in the region, including creating competitive wage conditions, fostering investment in vocational education, enhancing infrastructure, supporting youth entrepreneurship, and offering social guarantees and benefits. Additionally, the authors emphasize the importance of developing programs to encourage the return of migrants, dispelling stereotypes about the advantages of foreign education, and strengthening the region’s educational capacity. An integrated approach to regulating migration and preserving human capital is recommended, underscoring the need for socio-economic incentives to ensure the sustainable development of regional labor markets. The article’s conclusions provide a foundation for future research aimed at devising effective strategies to bolster Ukraine’s social and labor potential amidst contemporary challenges.
