THE ROLE OF THE BUDGET MECHANISM IN THE SOCIO-ECONOMIC DEVELOPMENT OF TERRITORIAL COMMUNITIES
Abstract
The budget mechanism has a leading role in the regulation of distributional relations related to the formation and use of budget resources. The starting point for the development of any territorial community is an effective budgetary mechanism, as it determines how financial resources are used to support various aspects of citizens' lives and the development of the community's economy. The purpose of the article is to determine the role of the budget mechanism in the socio-economic development of territorial communities of Ukraine. The article examines the essence of the budget mechanism, outlines its role in the socio-economic development of territorial communities, determines its place in the system of mechanisms for the implementation of state policy, offers a proper definition of the concept of "budgetary mechanism for the socio-economic development of territorial communities", and also draws relevant conclusions. The subject of the research is the theoretical foundations, methodological approaches and practical recommendations regarding financial support for the socio-economic development of territorial communities. The methods used in this study include: systemic, complex – when studying the concept of the budget mechanism and determining its role in the socio-economic development of territorial communities; generalization method – when writing conclusions based on research results. Relevant conclusions were also made, namely: the budgetary mechanism for the socio-economic development of territorial communities is an important tool for the formation and implementation of budgetary policy in Ukraine and contributes to the sustainable balanced socio-economic development of territorial communities. It allows local self-government bodies to mobilize the necessary financial resources and distribute them among various spheres and directions of socio-economic development of the community. Thus, the realization of the strategic goals of community development and financing of the activities of local self-government bodies is ensured by the budgetary mechanism.
