SECURITY CHALLENGES OF BEHAVIORAL ECONOMY OF UKRAINIAN REGIONS
Abstract
The impact of security challenges on the Ukraine's regions in the context of the behavioral economics development in the article is investigated. Security challenges in behavioral economics are defined as those that change the traditional decision-making models of market relations subjects, in particular the needs structure, emotional reactions and information vulnerability. Security challenges are considered in the consequent antagonism of risks and opportunities for subjects (systems), which depends on their sustainability, mobility and transformational ability. The influence of security challenges on the Ukraine's regions in the conditions of the russian-Ukrainian war is analyzed. The consequences of security challenges depend on the security status of the regions: frontline and de-occupied regions are prone to humanitarian catastrophe; support and rear regions should be included in the process of redistribution and effective use of resources with a reflection on the positive dynamics of regional development. Sustainability is defined as the main property of Ukraine's regions to reduce the riskiness of security challenges. The prerequisites of Ukraine's national sustainability are studied based on the results of a sociological survey, which allowed to identify regional peculiarities in the prioritization of supporting factors of sustainability (faith in the Armed Forces, family environment, daily work, participation in volunteering etc.), drivers and development goals. The results of the analysis indicated low assessments of the role of local self-government institutions and civil society for the future development of Ukraine against the high expectations of the population from centralized power, which contradicts the European values of democracy and decentralization, and is a risk of preserving paternalistic attitudes in Ukrainian society. The priorities of the response policy to security challenges in Ukraine are proposed, the aim of which is to ensure national sustainability in the synergy of actions of society, business, government and international partners. An important condition of response policy should be the growing role of local self-government and civil society. The «national sustainability formula» is proposed, which is formed by defense, state-management, financial, operational, behavioral and mental components. The recommendations are the basis for developing a system for monitoring national sustainability and identifying regional features of its achievement.
