ASSESSMENT OF THE STATE FINANCING OF SECONDARY EDUCATION TO ACHIEVE THE GOALS OF SUSTAINABLE DEVELOPMENT IN UKRAINE AND THE WORLD

Abstract

The article examines the state of secondary education financing in the OECD countries and Ukraine and the impact of financing on achieving the goal of sustainable development in modern conditions. The importance of transforming educational systems, in particular, ensuring greater fairness and transparency in education spending, has been proven. Conducting research and evaluating various aspects of education funding is important for determining effectiveness and establishing future funding directions. Determining indicators for evaluating the effectiveness of funding allows to predict the possible impact of education on the national economic and social prospects of the country. It is noted that an important task of financing education is to overcome the great inefficiency of costs and inequalities. Available evidence shows that insufficient funding and inequitable distribution of resources remain serious problems in financing education. Strengthening the link between education costs and outcomes is vital to the effective use of resources. The main trends of spending on education in the OECD countries and the distribution of funding sources were studied. Total expenditure per student in OECD countries and expenditure on education as a share of GDP were studied. A comparison of the distribution of the sources of the total amount of state spending on education by the levels of the budget system, before and after inter-budgetary transfers, and a comparison of these data with Ukraine was made. The main available and promising sources of funding for secondary education in Ukraine and their features are identified. The feasibility of implementing "bottom-up" accountability through the active involvement of citizens, which can play a significant role and complement vertical and horizontal accountability to the public, has been proven. Determination of limitations to the development of educational policy and the main prospective directions of secondary education financing: reconstruction of educational institutions that have suffered destruction, psychological support, development of electronic document circulation and formation of detailed and complete databases on institutions of general secondary education. The implementation of economic mechanisms and the expansion of funding sources will contribute to the improvement of the quality of education, the provision of necessary resources and the creation of an effective system. It is noted that fair financing of education is an integral component for strengthening educational systems and ensuring equal opportunities for all students. Governments and stakeholders can take the following measures to respond to the challenge of ensuring equity in education funding: development of equity-oriented public funding, "creating funding mechanisms to redistribute educational resources in favor of socially vulnerable population groups"; fair and decentralized distribution of educational resources; increasing the use of international and grant aid; investments in innovative methods of providing education.
