MODERN PARADIGM OF MANAGEMENT OF ENVIRONMENTAL ACTIVITY IN THE AGRICULTURAL SECTOR
Abstract
The article is devoted to the study of the conceptual foundations of the modern paradigm of environmental management in the agricultural sector of Ukraine. The objective necessity of greening of production due to natural trends of world economy development and deterioration of ecological condition of territories, regions and countries is substantiated. The volumes of financing of environmental protection measures in Ukraine are analyzed and it is established that the agrarian sector of the economy stays away from the processes of greening of production, and insignificant funds directed to environmental goals do not promote environmentally oriented activities and do not increase competitiveness in world markets. It is substantiated that the formation of a management system that integrates rigid administrative tools with the initiative of environmentally conscious activities of economic entities will allow to green agricultural production. It should be based on efficient resource-saving technologies, and the priority of economic indicators is organically combined with environmental objectives. There is an objective need to implement a modern management paradigm based on the greening of production and minimize the negative impact on the environment. For its formation it is necessary to apply innovative management methods, tools and instruments within the chosen concept of environmental management. The preconditions, reasons and priority directions of the objective transformation of the paradigm of ecological activity management of agricultural enterprises are determined. It is stated that the modern management paradigm should be aimed primarily at business management, and then - to solve socially oriented and socially significant problems; it must meet the requirements of the time and ensure the efficiency of enterprises and organizations and change in accordance with the socio-economic development of society. A set of socio-cultural, economic, political, legal and technological aspects that form the mechanism of environmental management and should be taken into account in the development of a modern paradigm of environmentally oriented management in the agricultural sector of Ukraine.
