ПОБУДОВА МОДЕЛІ СИСТЕМИ УПРАВЛІННЯ ІНТЕЛЕКТУАЛЬНИМ ПОТЕНЦІАЛОМ В ІТ-СЕКТОРІ
Анотація
У статті досліджено теоретико-методичні засади побудови моделі системи управління інтелектуальним потенціалом в ІТ-секторі в умовах цифрової трансформації економіки. Обґрунтовано актуальність комплексного підходу до управління інтелектуальним потенціалом на основі поєднання людського капіталу, цифрової організації праці, безпеки знань і даних та інноваційно-правового забезпечення. Запропоновано індексно-динамічну модель системи управління інтелектуальним потенціалом, сформовано систему показників і визначено підходи до їх нормалізації та агрегування в інтегральний індекс. Формалізовано динамічну модель впливу інтегрального індексу на результативність ІТ-сектору з урахуванням часової інерційності. Доведено придатність моделі для оцінювання розвитку інтелектуального потенціалу та підтримки управлінських рішень.
