CONSTRUCTION OF A MODEL OF THE INTELLECTUAL POTENTIAL MANAGEMENT SYSTEM IN THE IT SECTOR
Abstract
The article examines the theoretical and methodological foundations of constructing a model of the intellectual potential management system in the IT sector under conditions of digital economic transformation. The relevance of developing a comprehensive approach to intellectual potential management is substantiated considering the growing role of digital technologies, human capital, knowledge management, and cybersecurity in ensuring the competitiveness and sustainability of the IT sector. It is determined that the effectiveness of IT organizations depends on the ability to manage digital competencies, organizational interaction, innovation activity, and the protection of knowledge and data. An index-dynamic model of the intellectual potential management system based on open statistical data for 2018–2024 is proposed. The model includes four interconnected blocks: human capital, digital work organization, knowledge and data security, and innovation and legal support. A system of indicators for each block and corresponding open data sources, including Eurostat, Digital Decade, and WIPO, are identified. Approaches to the normalization of indicators and their aggregation into subindices and an integrated index are substantiated. The paper formalizes a dynamic model describing the influence of the integrated index on IT sector performance while considering time lag effects and result inertia. The proposed approach enables the evaluation of the contribution of separate management components to the overall level of intellectual potential development and their impact on sector performance indicators. The results demonstrate that human capital has the greatest influence at the initial stages of development, whereas the role of digital organization and cybersecurity practices increases in later stages. It is proved that the proposed model is structurally transparent, computationally reproducible, and suitable for practical application as a tool for supporting managerial decision-making, assessing intellectual potential development, and forecasting IT sector performance.
