ВИКОРИСТАННЯ ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНИХ ТЕХНОЛОГІЙ НАСЕЛЕННЯМ ЯК ОСНОВА РОЗВИТКУ ЦИФРОВОЇ ЕКОНОМІКИ В ЄВРОПЕЙСЬКОМУ СОЮЗІ
Анотація
Обґрунтовано важливість використання інформаційно-комунікаційних технологій (ІКТ) населенням як основи розвитку цифрової економіки (ЦЕ). Акцентовано увагу на стратегії і діяльності ЄС щодо цифрової трансформації; враховано особливості європейського підходу до розвитку ЦЕ та особливу увагу до соціального аспекту. Визначено тенденції розширення використання ІКТ населенням на рівні ЄС, зокрема: збільшення рівня використання Інтернету; зростання масштабів електронної комерції, економіки спільного використання та ін. Розглянуто розвиток електронного урядування і цифровізацію публічного сектору. Показано зростання активності фізичних осіб у цій сфері на рівні ЄС. Звертається увага на підтримку цифрової трансформації публічного сектору з боку ЄС, досягнення ним поставлених цілей, а також на розрив між «старими» і «новими» країнами-членами у сфері електронного урядування.
