FORMING AN ENTERPRISE RISK MANAGEMENT (ERM) TEAM IN CONDITIONS OF HUMAN RESOURCES SHORTAGE
Abstract
The article analyses and summarises the main scientific approaches to interpreting the essence of risk in contemporary economic literature, thereby identifying the key characteristics of this category and its importance for ensuring the stable functioning of enterprises in an unstable business environment. Scientific interpretations of the concept of ‘risk management’ are presented and systematised, enabling its role in the enterprise management system to be determined as an important tool for ensuring economic stability and improving the effectiveness of management decisions. Current demographic trends are examined, in particular population decline, rising median age, and increased migration, which pose new challenges for socio-economic development and the functioning of the labour market. These trends pose new challenges for the organisation of risk management systems, requiring the rational use of human resources and the optimisation of the functional distribution of management tasks. The necessity of adapting organisational approaches to the formation of an enterprise's risk management team in conditions of human resource shortages is substantiated, which involves the search for more flexible models of organising relevant management processes. The essence of a risk management team as a group of specialists involved in the processes of identification, analysis, assessment, and control of risks within the enterprise is clarified, and its place in the structure of management is determined. As a result of the study, an adaptive risk management team structure was proposed, distributing risk management functions among participants in the management process and involving employees from various functional departments in identifying and monitoring risks. The proposed approach integrates risk management functions into the enterprise's overall management system and aims to improve the effectiveness of coordinating management actions. The application of this approach contributes to improving the effectiveness of risk management, strengthening interaction among the enterprise's structural units, and ensuring the risk management system's functioning even under limited human resources.
