МІГРАЦІЯ ПІД ЧАС ВОЄННОГО СТАНУ: ПЕРСПЕКТИВИ ТА ВИКЛИКИ. ЕКОНОМІЧНИЙ АСПЕКТ
Анотація
Стаття узагальнює економічні наслідки міграції під час воєнного стану. Зареєстровано близько 4,9 млн ВПО, з них 3,6 млн після лютого 2022 і 1,4 млн раніше. Близько 70% перемістилися між областями, а дві третини перебувають у статусі внутрішнього переміщення понад два роки. Втрати роботи, подорожчання житла й комунальних послуг та вичерпання заощаджень штовхають до стратегій, що погіршують якість життя, лише 7% безробітних ВПО зверталися до центрів зайнятості. Безробіття перевищило 25% у 2022 і знизилося до ≈11,5% на початку 2025, мобілізація й міграція спричинили дефіцит кадрів. Пошкоджено або зруйновано близько 2 млн осель, орендна витратність висока, наявні ризики виселення. Оціночно 4,1 млн уже повернулися, 37% – до прифронтових районів; за кордоном залишаються близько 6,9 млн біженців. Пріоритети – активні програми зайнятості, розширення догляду за дітьми, краще регулювання оренди та іпотечні інструменти для підтримки зайнятості, житла і повернень.
