THE IMPACT OF INTERNATIONAL MIGRATION OF THE UKRAINIAN POPULATION ON THE NATIONAL LABOR MARKET IN WAR CONDITIONS
Abstract
The article comprehensively examines the impact of international migration on the functioning of the Ukrainian labor market in conditions of full-scale war. The key trends in external migration of the population, the scale of forced departure of citizens abroad, as well as the dynamics of the unemployment rate in 2021-2025 are considered. The consequences of these processes for the formation and reproduction of the national labor potential are analyzed, in particular in the context of long-term demographic and economic changes. It is established that migration processes have significantly reduced the size of the economically active population, increased the outflow of qualified personnel, and exacerbated structural imbalances between the demand and supply of labor. Special attention is paid to the phenomenon of «brain drain», the transformation of the age and professional structure of labor resources, as well as the deepening of regional disparities in the labor market. It is additionally emphasized that prolonged external migration creates risks of long-term loss of human capital and slows down the processes of economic recovery. The results of the study determined that, despite a certain decrease in the official unemployment rate, the Ukrainian labor market continues to function in conditions of a persistent shortage of personnel, primarily in technical, medical and strategically important sectors of the economy. Changes in the employment structure, the ratio between the number of unemployed and open vacancies, as well as business adaptation strategies aimed at overcoming the labor shortage were analyzed in detail. It was noted that enterprises are increasingly forced to increase salaries, introduce automation, attract new categories of employees (women, veterans, youth, older people) and less qualified personnel with further training. Possible scenarios for the further development of the labor market are substantiated, depending on the duration of the war, the pace of post-war recovery and the effectiveness of state policy on the return of migrants and the preservation of human capital.
