THE TRANSFORMATION OF POLAND’S INSTITUTIONAL ENVIRONMENT IN THE CONTEXT OF EUROPEAN INTEGRATION: LESSONS FOR UKRAINE
Abstract
This article presents a comprehensive study of Poland’s experience with European integration, examining the interrelationship between institutional reforms, economic transformation, and the European Union’s financial support mechanisms. It systematizes the main instruments of the EU’s integration policy toward candidate countries (the PHARE, SAPARD, and ISPA programs) and substantiates their impact on the formation of effective state and socio-economic institutions in Poland. The paper also examines the features of the “Balcerowicz Plan” and the institutional reforms that encompassed privatization, price liberalization, and sociocultural policy. The purpose of the article is to analyze the process of transformation of the institutional environment of Poland, as well as to identify the key mechanisms and factors that ensured the effectiveness of the implementation of its European integration course. The paper provides an overview of the privatization processes that took place in Poland during its accession to the European Union. Four stages were identified. The first phase lasted from 1990 to 1992 and involved the privatization of small and medium-sized state-owned enterprises in the trade and services sectors. The second stage lasted from 1993 to 1996 and involved the privatization of industrial enterprises. The third stage took place from 1997 to 2003, during which the media sector, the financial sector, and energy enterprises were privatized through stock offerings or direct sales. The final fourth stage, which began in 2004 and continues to this day, involves the privatization of the infrastructure sector. The joint cooperation between EU coordinators and the Polish government resulted in the market transformation of the economy, a reduction in inflation, GDP growth, and an improvement in the country’s institutional capacity, which contributed to successful European integration. A comparative analysis of institutional indicators for Poland and Ukraine was conducted based on international indices of public administration, economic freedom, innovation, and perceptions of corruption, which identified key structural gaps in the quality of public administration and institutional development.
