TRANSFORMATION OF THE PROCESS OF FORMING THE DEVELOPMENT STRATEGY FOR IT ENTERPRISES BASED ON THE AGILE CONCEPT
Abstract
This article investigates the transformation of development strategy formation in IT enterprises based on Agile principles. It outlines the inefficiency of traditional strategic management systems, which rely on rigid long-term planning, amidst the macroeconomic instability of the modern BANI world. The study determines that the current competitive environment demands a radical revision of approaches to ensure business adaptability and continuous innovative renewal. Furthermore, the authors develop a comprehensive classification matrix of strategic management components that conceptually structures the enterprise transition to agile strategic management. The paper highlights the key levels of this transformation: adaptive strategic goal-setting, the construction of a situational organizational architecture, operational implementation, the development of an adaptive leadership culture, as well as digital integration and data-driven management. To ensure objective strategic monitoring, the study proposes using specific evaluation metrics, notably Time-to-Pivot, Velocity, and CSAT. Ultimately, integrating these approaches allows enterprises to turn challenges into development opportunities, ensuring operational stability and sustainable growth. The research integrates the theory of dynamic capabilities with the OKR (Objectives and Key Results) system, enabling a shift from static KPIs to iterative goal-setting. Special emphasis is placed on the experience of the Ukrainian IT sector, where Agile Change Management and the Diia.City legal regime have proven vital for business continuity during the full-scale war. The authors emphasize that successful transformation requires a transition to Servant Leadership and the elimination of functional "silos" in favor of cross-functional squads. The role of BI-systems and AI-analytics is identified as a foundation for real-time strategic controlling in a digital ecosystem. The proposed methodology serves as a practical framework for management to navigate uncertainty and maintain a high level of strategic resilience.
