ADAPTING WORKFORCE POLICY TO INDUSTRY 4.0 AND 5.0 REQUIREMENTS: THE «LEGO-BRICKS» ARCHITECTURE FOR UKRAINE

Abstract

The article substantiates the conceptual architecture of strategizing and legislative changes necessary for adapting Ukraineʼs industrial personnel policy to the requirements of Industry 4.0 and 5.0 in the context of post-war recovery. A critical analysis of the current state of regulatory and legal frameworks governing labor and educational relations in Ukraine is conducted. It is established that the contemporary stage of legislative adaptation is primarily focused on two strategic areas: basic digitalization and the formal legalization of remote and flexible forms of employment. It is proved that these steps create the necessary technological foundation for the implementation of European standards; however, they do not provide the required response speed of the educational system to the dynamic demands of high-tech production. The author proposes the original concept of a modular competency architecture based on the Lego-bricks principle, which involves transforming the educational process from a rigidly regulated monolithic system into a flexible constructor of micro-credentials. This approach allows for overcoming the time lag of traditional education by assembling individual learning trajectories from separate certified modules corresponding to specific technological competencies required by the market. It is proved that the practical implementation of the Lego-bricks concept requires the introduction of the Union of Skills instruments, particularly Individual Learning Accounts and digital micro-credentials. The study identifies that the strategic synchronization of national legislation with the Pact for Skills and the Europass platform – through the mechanism of a regulatory sandbox (experimental legal regime) – will ensure labor market transparency and human capital mobility during Ukraineʼs innovative recovery. The research results are of practical significance for developing state strategies and programs for the innovative restoration of Ukraineʼs industrial potential, proposing a transition from a closed system of knowledge preservation to a dynamic platform for skills generation.
