IMPLEMENTATION OF EUROPEAN EXPERIENCE IN REGIONAL MANUFACTURING INDUSTRY DEVELOPMENT

Abstract

The article is devoted to the strategic substantiation of the transformation of Ukraine's regional industrial policy through the integration of advanced European practices into the public administration system. The relevance of the topic is driven by the critical need to move away from a raw-material export economic model and to find effective mechanisms for post-war recovery based on high-tech processing. The purpose of the study is to develop a holistic organizational and economic toolkit that combines financial innovation, energy autonomy, and adaptive marketing to increase the competitiveness of territorial communities. The research methodology is based on a systemic-structural analysis of regional markets, economic-mathematical modeling of credit cycles using FinTech technologies, and methods of strategic forecasting under conditions of military risks. As a result of the work, a multi-level matrix for the implementation of "Green Deal" standards was formed, which provides for the automation of financial processes through algorithmic scoring and the introduction of closed-loop production cycles based on bioenergy, following the example of leading EU countries. Particular attention is paid to the mechanisms of regenerative agro-production and the digital traceability of "from farm to fork" value chains, which allows for minimizing transaction costs and ensuring environmental compliance. It is determined that the energy dependence of production cycles under military threats requires the immediate implementation of European energy autonomy practices based on bioenergy technologies; however, existing regulatory and economic mechanisms do not provide sufficient incentives for the mass transition of enterprises to their own energy generation. The transition to flexible marketing strategies is substantiated, allowing for a balance between strict EU quality requirements and the real capabilities of the domestic consumer. The practical value of the article lies in the possibility of using the proposed recommendations by state and local government authorities to create industrial hubs, attract targeted investments, and ensure the energy independence of processing enterprises, which will contribute to the stable growth of value added at the regional level.
