THE SYSTEM OF TARIFF AND NON-TARIFF TRADE BARRIERS IN EUROPE AND ITS IMPACT ON UKRAINE'S FOREIGN TRADE
Abstract
The article examines the mechanism of trade cooperation in Europe in the context of a multi-level system of tariff and non-tariff agreements, which is formed under the influence of the rules of the GATT/WTO, the European Union, the European Free Trade Association, the Commonwealth of Independent States, as well as numerous bilateral agreements. The main stages and components of trade integration within the EU are analyzed, in particular the functioning of the free trade area, the customs union and the common market, as well as their impact on the liberalization of the movement of goods, services, capital and labor. Special attention is paid to the role of the World Trade Organization as a global regulator of international trade and the importance of Ukraine's membership in the WTO for expanding its trade opportunities. The article examines the features of Ukraine's trade relations with key European integration associations, in particular the EU and EFTA, and also analyzes the trends of reducing trade interaction with the CIS countries against the backdrop of geopolitical challenges and armed aggression of the Russian Federation. Based on statistical data, the dynamics of Ukraine's foreign trade turnover in 2011–2024 and the change in the geographical structure of trade in favor of EU countries are characterized. Significant attention is paid to the evolution of the trade regime between Ukraine and the European Union, in particular, the implementation of the Deep and Comprehensive Free Trade Area, the regime of autonomous trade preferences, as well as temporary measures for full trade liberalization introduced by the EU in response to a full-scale war. A special role in 2022-2023 has been played by the EU's temporary autonomous trade measures, which have provided an unprecedented level of access for Ukrainian products to the European market. Modern changes in the trade regime for 2024–2025 are analyzed, in particular, the introduction and adjustment of tariff quotas for certain types of Ukrainian agricultural products, as well as tools for information support for business in the context of updated rules for access to the EU market.
