SYNERGY OF SECTORAL AND REGIONAL APPROACHES IN THE CONTEXT OF SUSTAINABLE ENTERPRISE DEVELOPMENT
Abstract
The article provides a concise theoretical and methodological justification of the integrated sectoral–regional approach to the spatial distribution of enterprises under digital transformation and wartime conditions in Ukraine. It emphasizes that traditional concepts of enterprise placement, focused on transport costs and resource access, no longer capture the complexity of modern economic space, where technological, digital, institutional, environmental, and security factors jointly define efficiency. Integrating sectoral and regional perspectives enables a multidimensional assessment of economic potential, human capital, innovation capacity, and infrastructure readiness, supporting balanced and sustainable territorial development. Particular attention is given to the impact of the full-scale war, which has reshaped Ukraine’s spatial economic structure through massive enterprise relocation from the east and south to safer central and western regions. These shifts have fostered new industrial clusters and logistics hubs, intensifying decentralization and requiring a safety-oriented spatial policy that accounts for risks, resilience, and socio-economic recovery. The approach offers a framework for optimizing industrial geography during the war and planning post-war reconstruction based on sustainability and regional inclusiveness. A key focus is the role of digital technologies—GIS, big data, AI, and regional digital twins—which enable modeling alternative scenarios, assessing spatial risks, and forecasting socio-economic effects of new industrial locations. Digitalization transforms spatial planning into a dynamic, data-driven process linking economic development with security and environmental management. The study argues that the integration of digital spatial models with principles of circular economy and green transition forms a new paradigm of spatial governance for Ukraine. The findings demonstrate that the integrated sectoral–regional approach functions not only as a scientific tool but also as a strategic mechanism for rebuilding productive capacity, strengthening resilience, and stimulating innovation-driven regional growth, forming the basis for a sustainable and technologically advanced economic geography of post-war Ukraine.
