AN ORGANIZATIONAL FRAMEWORK FOR THE DEVELOPMENT OF WATER TOURISM IN THE REGION (A CASE STUDY OF THE LVIV OBLAST)
Abstract
This article analyzes the organizational framework for water tourism in the Lviv region, highlighting its significant yet untapped potential. The region possesses diverse hydrographic assets, from mountain rivers like the Stryi and Opir, ideal for rafting, to calm lowland rivers like the Dniester, perfect for multi-day family excursions. Despite these advantages, the sector is underdeveloped. Systematically developing this niche is a strategic imperative for diversifying the regional tourism product and stimulating socio-economic growth in rural areas.The research methodology includes a comparative analysis of foreign organizational models, particularly Polish water tourism practices, and a SWOT analysis to identify the sector's strengths, weaknesses, opportunities, and threats. Additionally, a critical analysis of the regulatory framework was conducted. The study reveals several critical impediments. A major finding is the regulatory conflict between Ukraine's Water Code, which promotes uncontrolled public access to water resources, and the Law on Tourism, which advocates for structured, safe services. This paradox discourages private investment. The market is also highly fragmented, with small, uncoordinated operators competing on price rather than collaborating. Furthermore, a severe deficit in essential infrastructure, such as official campsites and safe water access points, limits the potential for organized multi-day tourism. The practical value of this research lies in its actionable recommendations. The central proposal is the creation of a regional water tourism cluster to unite operators, local communities, and government bodies. This association would develop unified standards for quality and safety, create a common regional brand for effective marketing, and lobby for government support in infrastructure development. This strategic roadmap aims to transform water tourism into a safe, competitive, and significant contributor to the regional economy.
