THEORETICAL BASIS OF MONETARY POLICY IN THE CONDITIONS OF GLOBAL INSTABILITY
Abstract
The article provides a comprehensive and detailed analysis of the theoretical foundations of monetary policy in the context of global economic instability and structural transformations. The primary purpose is to systematically examine the evolution of scientific approaches to determining the essence, objectives, and instruments of monetary regulation under conditions of increased uncertainty and external macroeconomic shocks. The relevance of the research topic is explained by the ongoing transformation of the global economic environment, rapid technological changes, recurring financial crises, and heightened geopolitical risks that fundamentally challenge traditional frameworks of monetary policy and require innovative solutions from central banking institutions. The methodological basis of the study is grounded in comparative, historical, and logical-analytical research methods, which make it possible to identify the key factors and emerging trends influencing the overall effectiveness of monetary regulation mechanisms. The research results demonstrate that the success of modern monetary policy is largely determined by the strategic flexibility of using conventional and unconventional policy instruments, the development of institutional capacity, the ability to adapt to external and internal economic shocks, and the establishment of effective international coordination mechanisms. The study reveals that, in response to global instability, central banks need to combine classical approaches with innovative methods, strengthen macroprudential tools, enhance communication strategies, and foster resilience in the financial system. The practical value of the article consists in the development of concrete recommendations for improving the sustainability of the monetary and credit system, optimizing the adaptation mechanisms of monetary policy implementation, and providing comprehensive guidance for policymakers to design effective strategies that can mitigate the impact of global risks and ensure economic stability in times uncertainty.
