MANAGING TRANSFORMATIONAL PROCESSES IN THE LABOR MARKET IN THE CONDITIONS OF WAR CHALLENGES: THEORY AND PRACTICE OF UKRAINE

Abstract

The article addresses theoretical and methodological substantiation of mechanisms for managing labor market transformation processes under multiple crises including war challenges. The comprehensive methodology for assessing transformational processes has been developed considering global factors (digitalization, international mobility), war challenges (mass migration, mobilization, infrastructure destruction), and local specificities (regional disparities, sectoral changes). Based on systematic analysis of statistical data and empirical research, unprecedented structural changes in Ukraine's labor market have been identified including workforce reduction, large-scale external migration, internal displacement, with persistent staff shortages despite high unemployment. The SMAILE model has been developed reflecting relationship between transformation stages and value creation in economy. The model identifies five key stages of labor market transformation and provides strategic guidelines based on developed countries' experience. A comprehensive anti-crisis management mechanism has been proposed aimed at overcoming structural imbalances, ensuring effective labor resource redistribution, adapting social protection systems to new employment forms, integrating internally displaced persons and veterans. The mechanism includes differentiated approaches to transformation stages balancing innovative development with social protection integrating digital and traditional employment forms and developing adaptive personnel management systems. Implementation conditions have been determined requiring phased deployment considering institutional readiness development of monitoring systems ensuring inclusivity and international cooperation intensification. Results can be applied for developing state labor market policies regional employment programs corporate management systems and professional training. Research prospects involve developing methodological approaches for evaluating mechanism effectiveness and adaptation to post-war recovery considering European integration and digital transformation requirements.
