MECHANISMS FOR ENSURING MIGRANT SECURITY IN CONDITIONS OF UNSTABILITY: EXPERIENCE OF THE EUROPEAN UNION
Abstract
The article is devoted to the study of approaches to the management of migration processes in the context of ensuring the migration security of the states of the European Union. It was determined that the key component of the policy of ensuring migration security in the countries of the European Union remains immigration, which primarily includes the policy of immigration control (strict pre-selection of persons who have the right to enter, live, work or study) and post-immigration policy (creating conditions for socio-cultural adaptation and integration of migrants, their naturalization, obtaining asylum or temporary protection, settlement of inter-ethnic relations and conflicts). The legislative framework and institutional environment for the management of migration processes in the countries of the European Union, which are focused on the fight against illegal migration, the protection of the external borders of the European Union, the acceptance of refugees, their redistribution between the member states of the European Union and the provision of temporary protection, adaptation and integration of migrants, have been determined. into the host society of the member states of the European Union, the introduction of the entry permit system and the selection of those categories of migrants who can bring a high socio-economic benefit to society, the deportation of migrants who threaten national security. The role of measures to strengthen cooperation on the diplomatic front between the authorities of EU member states and the countries of origin of migrants, the search for innovative ways of attracting potential migrants, information support and accompanying them in making a positive decision to move to a new place of residence in increasing the migration security potential of the European Union has been determined. It was concluded that the coordinated work of the institutional, legal, organizational, economic, informational, communication and financial mechanisms for ensuring migration security allowed the countries of the European Union to respond in a timely manner to the challenges and risks of crisis periods.
