THE NEED FOR A STRATEGIC APPROACH IN THE MANAGEMENT OF HEALTHCARE INSTITUTIONS AND ITS KEY ORIENTATIONS
Abstract
The article is devoted to the substantiation of the importance of using a strategic approach in the management of modern healthcare institutions. Strategic management of organizations helps to ensure their success in the market, as well as skillful adaptation to turbulent environmental conditions, which is extremely relevant today. When writing the article, the following research methods were used: generalization, analysis and synthesis to form the theoretical basis of the research; comparative analysis to identify development trends, study world experience; grouping to highlight factors of the external environment that should be taken into account in strategic management. The conceptual and terminological apparatus of management of health care institutions has been developed. A comparative characterization of administration and management is given. It is established that administration was characteristic of the centralized system of management of health care institutions, and management is a universal approach to managing organizations that operate on the principles of full or partial self-management and self-financing. The article emphasizes that health care reforms require a change in management approaches to medical institutions, in particular, the use of strategic management. It is substantiated that strategic management of healthcare institutions is based on identification of the external environment and allocation of factors which should be taken into account when formulating the development strategy of an institution. The external factors are presented in the context of four groups: the state strategy and policy in the field of health care; technological, organizational and socio-psychological factors. The importance of adapting modern health care institutions to changes in the external environment is emphasized. The practical value of the research lies in the fact that the obtained results will allow a better understanding of the modern situation in the healthcare sector and can be the basis for the formation of effective strategies for the development of health care institutions.
